how to structure a system that is immune to major corruption

It sure seems like it ought to be possible to build incentives into a system that make it very hard for any single entity (or group) to "game" things into pouring much wealth into the pockets of just a few.   I actually think that there are probably multiple solutions, so our job is just to find one of the decent ones.   It's possible that minor corruption might need to be tolerated, but if there's a way to build enough openness into the economy (and/or use other mechanisms) to insure that substantial breaches are soundly punished (and perhaps shamed?), I'd sure like to find that way.
